Quick Reference Parking Guide

parking sign The Department of Parking and Transit Services at Oklahoma State University is a self-supported entity, relying solely on user fees for all construction, maintenance and operation of parking facilities, The Bus and The Bob Transit System.

This brochure is intended to provide a quick reference to the most common rules and to answer frequently asked questions. All policies, procedures, and fees are subject to change without notice.

What's New in Parking This Year

  • Buy your motorcycle permit online at www.parking.okstate. edu. Permit sales begin on July 20th.
  • Lost in Mail Permits - Online permit purchases will have the option to print a temporary permit that will allow parking for a seven (7) day period; a paid permit will be mailed to your address within the seven (7) day period. If the paid permit is not received prior to the expiration date; contact Parking Services office immediately. Failing to contact the Parking office for a replacement permit within ten (10) business days after the temporary permit has expired will result in a $10.00 permit replacement fee. Citations received after the ten (10) day grace period for "Failure to Purchase" will not be cancelled, reduced or appealable and will be the responsibility of the customer.
  • Obtaln your 2010 bicycle permit beginning June 1st, bicycle permits expire May 31st of each year.

General Parking Rules

Vehicles parked on the OSU campus must purchase and display a parking permit annually, unless the vehicle is parked in a pay facility (i.e. garage or metered space). Any motor vehicle parked on university property between the hours of 5 a.m. to 5 p.m., Monday through Friday, must display a valid OSU paid parking permit. All OSU parking permits and registration decals, regardless of when they are issued, expire on July 31 of each year, with the exception of bicycle permits that expire on May 31st of each year. Updated permits and decals are required for each new academic year. Hang or cling parking permits are transferable only between vehicles and not individuals. You are required to park in the designated areas determined by your permit.

When to Purchase a Parking Permit

Faculty, staff and student permit sales begin July 20th online.

Types of Permits Required for In-house Purchase

New faculty/staff, vendor, handicapped, university vehicle, carpooling, emeriti, construction, registration or special permits must be purchased at the OSU Parking Office. Staff, faculty and students must purchase permits online. Kiosks are provided at the OSU Parking Office for online permit purchases.

Off Campus Students

Buy your permit online starting July 20th. Each student is allowed one paid parking permit. The permit will be a transferable cling tag, designed to be displayed in the lower left portion of the inside of the front windshield. Parking permit costs can be charged to your OSU bursar account. Off-campus students do not qualify for a residence hall permit.

Residence Hall Students

Buy your permit online starting July 20th. (You must be assigned to a residence hall before a permit can be granted.) Each student is allowed one paid parking permit. The permit will be a transferable cling tag, designed to be displayed in the lower left portion of the inside of the front windshield. Parking permit costs will be charged to your OSU bursar account. Residence hall students do not qualify for commuter student permits.

Emeriti Employee

When a person retires with 20 or more years of total service, he/ she is entitled to receive an emeriti parking permit. The permit is issued at NO COST and is limited to his/her personal use. Should the person return to work for the university at half time status or more, the emeriti status will be forfeited. A regular permit must be purchased at that time.

Carpooling

The transferable cling type permit makes carpooling easy. A parking permit can be displayed in any vehicle within the carpool as long as the registered person is along. If the group disbands, individual permits can be obtained. Please refer to the parking website for instructions on carpooling.

Vendors

All companies doing service-type business with the university on a regular basis that require parking on the campus are required to have a parking permit. This is a special parking permit and allows the holder campus-wide parking privileges in the vendor spaces and any other legal space. Application for such a permit must be made in writing on company letterhead to the OSU Parking Office. Vendors are not allowed in any reserved space, handicap space or meter space (without paying the meter). It is prohibited to display a vendor permit while attending class at OSU. The vendor permit is only to be used while doing service type business with the University. Misuse of the permit may result in it being confiscated.

Construction Contractor Parking

Parking and Transit Services welcomes contractors to campus and offers permits that are purchased for an annual period. (If the construction period is completed before the annual period of the permit, the permit can be returned to Parking Services to receive a pro-rated refund). Regardless of the parking area, all contractors are required to purchase and display an OSU permit or park at a meter and pay the meter fee while conducting business at the university. Contractors wishing to reserve spaces in a lot will be charged

Disability Parking

Special parking is provided for those who display a disability parking permit. These spaces are enforced 24 hours per day, seven days a week. The permit is also valid in any legal space not reserved for other special parking. In order to qualify for an OSU disability parking permit, the person must have a state issued parking placard. Any unauthorized vehicle parked in a physically disabled person's parking space is subject to be towed from campus.

Temporary medical permits will be issued to persons with a temporary medical disability to allow more convenient parking than otherwise afforded by their regular permit. To obtain a temporary medical permit one should submit a letter from the attending physician or a doctor at University Health Services written on a legal original prescription form or a computer-generated form on business letterhead, and requesting handicap parking and indicating the length of time required. With an OSU paid permit, temporary medical permit holders may park in any legal space on campus not reserved for other special parking.

Both physically disabled and temporary medical permits are for the absolute and specific use of the permit holder only. Visitors having a state handicap placard, as for all visitors to the OSU campus, are required to obtain a visitor permit when parking on campus. State issued handicap placards are honored in any legal space both accessible and standard on campus, except for posted or restricted areas.

Motorcycles

Buy your motorcylce permit online starting July 20th. Motorcycles, motor-propelled bicycles and scooters must purchase parking permits. Special parking areas are provided. Parking such vehicles in any regular automobile space, parking lot, campus street, planted area, undeveloped area or bicycle rack is prohibited. Motorcycle parking is permitted in any legal parking space in any overflow lot if motorcycle spaces are full. Motorcycle parking is permitted in any regular automobile space in any staff lot from 5 p.m. until 5 a.m., Sunday through Friday, with the exception of game day parking. Bicycles

Bicycle Map and Registration is available without charge at the OSU Parking and Transit Services office. Bicycles may be parked at approved bicycle racks only. OSU Parking may impound any bicycle that is incorrectly parked and a citation will be issued at the time of release. (Residential Life and University Apartments allow parking inside university housing with approval of housing officials). Bicycle permits expire May 31st of each year.

Lost, Stolen, or Destroyed Permits

If a permit is lost, stolen or destroyed, the permit holder will be required to purchase a replacement permit at the current permit price. If the permit is reported stolen and later recovered, the permit owner will be reimbursed for the replacement cost. Loss or destruction of a parking permit should be reported to the OSU Parking and Transit Services office immediately. If this is not reported, the vehicle will be subject to a "no permit" citation.

Lost in Mail Permits

Citation and Tow Procedures

The first five citations issued in an academic school year will be issued at face value; citations six (6) through ten (10) will increase one and one-half times the face value. A person issued eleven (11) or more citations will be charged at the face value plus

Traffic Appeals

Occasionally, extenuating circumstances may be the basis for an appeal of a parking citation. You may appeal a citation online; visitors appeal through the appeals office.

Motor Assistance

On-campus assistance is available if your car needs a jump start. This service is available Monday-Friday, from 7:30 a.m. to 5:00 p.m., based on the availability of cadet personnel. Please call 744-6525 for assistance.

Visitors

Visitors to Oklahoma State University may park in pay facilities (i.e. parking garage), at parking meters, or may obtain a temporary parking permit. Temporary parking permits for short-term and visitor parking may be obtained at the OSU Parking and Transit Services Office.

Temporary Parking Permits

Temporary parking permits are available to all permit holders as well as visitors to the OSU campus. These permits may be obtained at the OSU Parking and Transit Services Office. These permits are valid only in the assigned lots noted on the permit. If a visitor chooses to park at a meter or in a pay facility, all hourly fees must be paid.

The BUS

OSU-Stillwater Community Transit OSU-Stillwater Community Transit provides transit service from 6:20 a.m. to 10:30 p.m., Monday through Friday, throughout the academic year. Two routes are available on campus during the day, and one route is used during the evening and summer sessions. Off campus, there are five routes during the day and one in the evening. These routes provide service to downtown, dining, and entertainment establishments. The stops may vary depending upon demand. The transit service has established, and posted in each bus, a set of rules pertaining to ridership. OSU-Stillwater Community Paratransit

OSU-Stillwater Community Transit offers a Paratransit service for curb-to-curb transportation of special needs passengers living in the Stillwater area within 3/4 mile of fixed route service. An application form for this service can be downloaded from the transit website or by contacting the transit services office at 744-2832.

The BOB - Stillwater-Tulsa Shuttle

OSU-Stillwater offers a shuttle service linking Tulsa with the Stillwater campus. Shuttles run nine times a day between Tulsa and Stillwater. The shuttle is affectionately known as BOB, the Big Orange Bus. One-way ticket prices for students are $7, faculty and staff are $13. Reservations can be made in Tulsa at the North hall Information Center at 918-594-8332 or in Stillwater at the Shuttle Office or by contacting the shuttle services office by phone at 405.744.7100.

Metered Parking

Metered parking is provided for persons having temporary business on campus. Meters on campus are enforced from 7:30 a.m. to 5 p.m., Monday through Friday, except for the Colvin Center metered parking. Vehicles parked at expired meters may be ticketed once every thirty (30) minutes and are subject to stationary impound. Parking at a failed meter is prohibited and resulting citations are unappealable. To report a meter that is broken, contact 744-6525, and identify the location and meter number found on the meter. Colvin Center meters located in lots 73 & 80 are enforced seven days a week from 5:00 a.m. to midnight including holidays. Vehicles parked at the Colvin Center at a expired meter may be ticketed once every 120 minutes and are subject to stationary impound.

Monroe street Garage

The parking garage is designated for specific permit types and hourly parking. Permit types allowed in the garage are:

  • Staff Garage
  • Faculty Garage
  • Commuter student silver garage
  • Handicap
  • Pay by Space

The parking garage spaces are for automobiles only. Trailers, motorcycles, bicycles, mopeds, scooters (motorized or un-motorized), skates or skateboards are prohibited in the garage, steps and ramps. Automobiles must be parked within the boundaries of the authorized parking space. Permit holders should be aware that at certain times their assigned area or space may not be available. These times include, but are not limited to, days when special events bring visitors to the campus such as home football games or graduation. The garage must be cleared daily - overnight parking is not allowed. Permit holders are not necessarily guaranteed a parking space; however, parking is still available in any surface lot in the permit holders designated color coded parking area as well as any overflow lot.

A limited number of permits will be sold online under each designated permit type on a first come first serve basis. Faculty/ staff reserved parking spaces may be purchased and will allow parking in the reserved section on level 1 from 5 am-5 pm, Monday through Friday. Reserved spaces must have prior approval from the Director of Parking and Transit Services.

Hourly parking - is available with pay stations located on level 1. Payment can be made by cash, coin, credit card, debit card, or OSU 10.

OSU Department of Parking and Transit Services assumes no responsibility for loss of or damage to private property. Therefore, all unattended vehicles parked in the garage should be locked.

Vehicles parked in violation of these rules may be ticketed or removed at the vehicle owner's expense. Parking Services reserves the right to refuse the allocation of a garage space to oversized vehicles or to relocate any vehicle in the garage when deemed necessary.

How to Avoid Parking Tickets

  1. Purchase and properly display a current Oklahoma State University parking permit.
  2. Do not park in areas marked with yellow paint or where prohibited by sign. Vehicles blocking traffic lanes, bus stops, loading zones, fire lanes or on lawns will be cited and towed at the owner's expense.
  3. Do not park in spaces or access aisles designated persons with disabilities unless you have the proper Oklahoma State University parking permit. Accessible parking spaces are 24 hour tow away zones.
  4. All spaces in paved parking lots have painted white lines on both sides of the parking spaces. If there is not a painted line on both sides, it is not a parking space. Spaces in gravel parking lots are designated by white or gray bumper blocks.
  5. If you allow others to drive your motor vehicle, make sure they know where to park. Remember that you will be billed for parking citations issued to your vehicle.
  6. Remove your Oklahoma State University parking permits from your vehicle prior to sale or transfer of the vehicle. Your permit is designed to be moved to your replacement vehicle.
  7. If you receive a parking citation and wish to appeal, remember that you must submit within sixty (60) days from the date of the Bursar's official billing. Parking meter and boot release citations are not appealable.
  8. Parking information is available online or at the Parking Office.
  9. If you are in doubt about a parking zone or regulation, please call Parking Services to obtain the correct information.

    Over Flow Parking

    Tired of driving around looking for a place to park? Now University employees don't need to hunt for a parking space in the congested core area lots. A new Park-N-Ride option is available for faculty and staff who work within the academic core of campus. Persons within this area can purchase a Parking Permit to park in Overflow Lots for one-half the normal permit price and ride THE BUS to campus

    A yellow and white striped overflow permit will allow staff who work within the academic core of campus to park in any designated overflow parking lot. Holders of this permit will not be allowed parking in Staff lots during enforcement hours. Transportation is provided by THE BUS transit system to the academic core of campus.

    This Parking option is only available to faculty and staff.
